How Much Does the TfL SERU Assessment Cost?

It costs £36 to take Transport for London’s SERU (Safety, Equality and Regulatory Understanding) test.

All new and existing PHV drivers in London are required to pass the TfL SERU assessment. Here’s what you can expect to pay for the test:

How much does TfL SERU assessment cost?

  • Taking your SERU assessment costs £36, which you’ll pay to TfL.
  • You’ll need to get 60% to pass the test.
  • If you don’t pass the first time, you can re-take the test, at a cost of £16.
  • If you don’t pass the second time, you’ll need to restart the full PHV licence application process again.

If you’re a new applicant, or an existing driver without an English Language Requirement (ELR), you’ll also need to pass a 20-minute English Speaking and Listening test. This test also costs £36, and re-taking the test costs £16.

When is the SERU assessment deadline?

Your SERU exam deadline date will depend on whether you’re a new or existing driver:

1 April 2023 onwards:

  • As of April this year, all new applicants need to pass a SERU test to get their licence.

30 September 2024:

  • For drivers who applied between 1 October 2021 and 31 March 2023.
  • For drivers whose ELR evidence was not accepted or provided.

31 March 2025:

  • For drivers licensed before 20 September 2021 whose ELR evidence was accepted.

TfL will send you an email invite before the appropriate date. The email will include a SERU assessment date and examination centre location, plus any other information you might need. All PHV drivers will receive this invite before 31 March 2025.
